Local Brevities While we have accounts of heavy storms and severe cold weather from all directions, here in Adams county it is comparatively mild and pleasant, it being barely cold enough to keep the snow from melting.
A fall of snow to the depth of four or fine inches has made the sleighing quite good in this vicinity, and he sound of the merry jingling bells is heard in all directions. "J. R." informs us in a private note that Mr. Henry A. WILBER, the first store keeper in Big Spring, is in that village on a visit to the parental roof. He has quit selling round iron and groceries.
We have the proceedings of the Lemonweir Convention, sent s by J. RUSSELL, but we shall have to defer their publication two weeks or more on account of our space being so taken up with the County Board proceedings.
Our neighbor J. HAWKINS, at this writing, Wednesday, is seriously sick. He has many well wishers in this community who will be glad to see him soon restored to his usual health.
All the houses that have stood vacant in Friendship are now occupied by families, and more are sought for. Mr. E. ALLEN, has left his farm in the western part of the town, and is now one of our villagers.
Certain weather-wise people here abouts are prophesying an open winter, with only a little snow. You can tell more about it next spring, gentlemen.
We learn there was an Indian dance at Cottonville last Tuesday night. As we had no reporter on the ground we can't give particulars, further than to say it was "Heap, much Indian!"
The party at WARNER's on Friday evening of last week was a complete success. All present seemed determined to enjoy the occasion. The receipts, after paying all expenses claimed above what was donated, were sufficient to pay off the balance due for the church carpet, and leave a trifle in the treasury. On behalf of the ladies who who did the work, and who were chiefly interested in the matter, we are indeed to thank the guests, one and all, for their liberality, and their efforts to render the party as pleasant and agreeable as it proved to be. Proceedings of the Board of Supervisors of the County of Adams (Continued) Evening Session November 19th, 7 o'clock p.m.-The Board met pursuant to adjournment. Members all present.
Messrs. HOLMES and BURHITE offered resolutions, which were laid over.
The Committee on Sheriff's claims reported back. Mr. BURHITE read a statement of certain deductions recommended by the committee to be made from the claims.
Mr. EVERHARD moved that the charges for the assistant in the WESCOT case, as claimed by the Sheriff, be allowed in full. Messrs. BURHITE and RIBENACK both spoke in opposition to allowing any more on the Sheriff's claims than was recommended by the committee. On motion of Mr. EVERHARD the ayes and nays were ordered. Four votes, Messrs. EVERHARD, McDONNELL, PATRICK, and WATERMAN, were in favor of allowing the claim, and thirteen votes were in opposition.
The following claims were then allowed, as recommended by the committee: H. A. MERRIMAN, claimed $550.25, allowed $539.30 W. H. CROSBY, claimed $164.04, allowed $156.10 W. H. CROSBY, claimed $4.00, allowed $3.75 R. M. BURROGHS $5.47 Simeon S. PHELPS $9.26 The ayes and nays were called, and every vote was in favor of allowing the claims.
The following resolutions were offered: By Mr. EVERHARD: Resolved, By the Board of Supervisors, that in the matter of extending aid to JAS. CHAMBERLIN, of the town of Lincoln, the Superintendents are instructed to furnish him and his wife sufficient to support them comfortably at their house, not to exceed the average of one dollar per week. Which was adopted, every vote in its favor except Mr. Chairman.
By Mr. McCONICK: Resolved, That the County Clerk be, and hereby is instructed, to procure a plat of the town of New Haven, being town 14, range 7, east, corresponding with plats of other towns now on file in his office. Unanimously adopted.
The list of names of persons qualified to serve as grand and petit jurors the ensuing year, as read by the Chairman, was, on motion, adopted by the Board.
The following proposition was read (Adams County Press Office, Friendship, November 19th, 1878.) To the Board of Supervisors of Adams County. I will print and deliver to the County Clerk in pamphlet form, in the same style and quality of paper and binding as last year's proceeding of the County Board were printed, upon the following terms: One hundred copies for $15.00 Two hundred copies for $22.00 Provided the proceedings be published at the legal rates in the Adams County Press, and the Clerk authorized to draw orders in payment for the same when completed. S. W. PIERCE The proposition was accepted, one hundred copies of the proceedings ordered, and the Clerk authorized to draw orders on the completion of the work. On motion, the Board adjourned until tomorrow morning at 8 o'clock.
Morning Session, November 20th, 8 o'clock A. M. Board met pursuant to adjournment. Members all present. Journal of yesterday's proceedings read and approved.
Mr. HOLMES moved that the rules of the Board be suspended, So that all orders and matters before the Board during the day can finally be disposed of. Carried.
The following resolutions were adopted without opposition: By Mr. HOLMES: Resolved, By the Board of Supervisors of Adams County. That the portion of the resolution passed by the Board of Supervisors at their annual session in 1877 authorizing the Chairman of the County Board as soon as may be after the town meetings shall have been held in each and every year, to appoint a committee of three to settle with the County Treasurer, be, and the same is hereby repealed.
By Mr. BERRY: To the Board of Supervisors of the County of Adams: I would recommend in accordance with the request of the County Clerk, that in the resolution adopted on repairs in the Treasurer's office, the work "Clerk" be stricken out and the word Treasurer inserted.
Mr. BURHITE offered the following: Resolved, That the Clerk of the Circuit Court shall receive from the County, as additional compensation, above fees for his services as such Clerk for the year 1878, the sum of one hundred dollars. The Chairman of this Board, and the County Clerk, are hereby directed to draw orders on the Treasurer for the above said purposes. Mr. AUSTIN objected to the adoption of the resolution, and inquired how much the fees in the office averaged per year. Mr. BURHITE said that the Clerk of the Court was present, and that he was ready to inform the Board, and asked leave for him to do so. Granted. The Clerk of the Court said that since the first day of January, 1879, the fees collected by him were in all about $130. Mr. HOLMES thought that $70 would be enough; that would be $200 per year. Messrs. BURHITE, RIBENACK, and BERRY spoke in favor of giving one hundred dollars. Mr. AUSTIN said it was understood that when the present Clerk was elected he took the office for the fees. (transcribers note: This is how it was written) Mr. HOLMES stated that he did not much object to giving the $100. The County might save that by electing either the Register of Deeds or County Clerk to that office, and stop such payments. Mr. BURHITE moved that the resolution be adopted. The ayes and nays were ordered; those who voted in the affirmative were BERRY, BURHITE, EVERHARD, NYHUS, PATRICK, POWERS, REID, RIBENACK, SCOFIELD, WATERMAN, and Mr. Chairman (11). In the negative, AUSTIN, BOARDMAN, HOLMES, McCONICK, McDONNELL, and TOWN(6). So the resolution was adopted.
The Finance Committee reported. The report was read, considered, and, with all the several resolution therein for levying taxes for the ensuing year, adopted unanimously.
The Clerk laid before the Board the following statement of the per diem and mileage fees of the members during the session of the Board; and also including the per diem and mileage fees of the members of the special committees during the past year: C. J. AUSTIN $25.24
